这句话写的有没有问题？

... becoming the first European to lead an expedition to have seen or reached the Pacific from the New World.

这句话觉得很别扭，尤其是后面的 to have seen or reached, 为什么要使用 to have done 的结构呢？

前有序数词the first/third或最高级修饰语the wisest/strongest后可用完成时加强语气（或表示强调）
