manually changing the webpage encoding to UTF-8 can fix the matter. if you're using chromium-based browser, install an extension such like this:

The encoding of the source file of the webpage is UTF-8, but the web browser mis-interprets it using GBK encoding. Using chrome and firefox will give the same gibberish. There must be some problems with the website. A quick fix about the encoding of this website is needed.
