因为用can是一种非常肯定的口吻 后面甚至可以跟上具体的数字 就像官方发布的一样 是一个很纯粹的肯定 也就是说 不是它要表达的意思的否定方面 不是can not 而这里是记者根据各自消息的一种推测 他的含义不在于纯粹的肯定或否定 而在于推测出一个大约的数字
