这句摘自NYT的话是不是少了一个词

问题：than的后面是不是少了一个介词，比如in？意思是“这种紧迫感在当前的全球大流行中最为明显 ”。

Nowhere is the effect of government policy more apparent than in agriculture.
政府的政策对农业的影响最为显著。是上面这句吧。我觉得nowhere这里是副词作状语，和它并列的应该是一个可以作状语的介词短语，而不应该是一个名词短语，名词短语应该不能修饰谓语吧？所以我猜是原作者漏掉了，但因为只是一个中级学习者，不敢确定，特地来请教大家的看法。

I believe the confusion comes from the word "nowhere", which gives the idea that whatever is being talked about is a place. But that's not the case. We can rephrase the sentence in this way, and it will become crystal clear to you.
Nothing is more urgent than the current global pandemic.
