意思是 I'm not married in its strict sense.

用大白话就算 I'm not really married.

装13一点还可以说 I'm not married per se.

this is acceptable especially in colloquial english. some linguists name this kind of language phenomena as 'lexical cloning' or 'contrastive focus reduplication'. normally the very first reduplicated modifier is accentuated when spoken. this construction could be used to specify the 'true', 'prototypical', or 'proper' understanding of the modified lexical item. often than not the speaker would clarify his/her use of a lexical clone by following it up with an explanation, like 'my car isn't MINE-mine; it's my parents.' 'it's not purple but it's not "blue" blue either. also it's not disgusting as pepsi blue.' as in your case, 'i'm not MARRIED married' means that phoebe was not 'exactly' married because her 'husband' was gay and that was just a marriage of convenience.
